Web-CAT does not currently run under GNU gcj version of the Java runtime and is untested under other JVMs, such as Sun's OpenJDK project. This page describes how to download and install the official Sun Java Development Kit (JDK) and how to configure Apache Tomcat to use it as its default JVM.
